In 2018, India proposed new regulations for cosmetics through the Draft Cosmetics Rules, 2018, notified by the Ministry of Health and Family Welfare (MoHFW) on November 29, 2018. These draft rules were designed to modernise the regulation of cosmetics, specifically addressing how they are manufactured, imported, labelled, tested, and sold in India. The draft rules were later finalised and officially notified as the Cosmetics Rules, 2020, which came into effect on December 15, 2020.
Cosmetic companies intending to import products for sale in India are required to register the products with the Central Drugs Standard Control Organization (CDSCO) before they can be marketed. This mandatory import registration process requires details such as
- Formula and ingredients
- Pack size and variants,
- Manufacturing site,
- Free sale certificate, among others.
This process ensures product quality and consumer safety by enforcing rigorous regulatory standards. Only products with valid import registration can be legally imported and sold in India.
